Taiwan and Korea (the figures for China, India, Russia, and also Korea should be interpreted with caution since the available information is scarce and not fully comparable) take the lead. In Korea the share of ICT sector R&D personnel amounted to 11.32% in 2012, and in Taiwan it was 11.22%. By contrast, in the EU the equivalent percentage was less than half, 4.77%.

For the twelve countries considered (excluding the US) the EU presents the second highest share in 2012, only behind China, followed by Japan, Korea, Taiwan and Canada. Japan, the EU, Canada and Taiwan decreased its share between 2011 and 2012, whereas the other two leading countries, China and Korea, gained weight.

Taiwan and Korea have the highest share of ICT sector R&D personnel. Japan, Norway, Canada and Brazil have higher shares than the EU.

The overwhelming superiority of manufacturing in the Asian countries is striking, but the position of Russia is also noteworthy. Compared with these countries, the share of the EU ICT manufacturing sector in ICT R&D personnel is very modest.
