Taiwan and Korea (as for the BERD variable, the figures for China, India, Russia, and also Korea should be interpreted with caution since the available information is scarce and not fully comparable) take the lead also in this variable. In Taiwan the share of ICT R&D personnel amounted to 10.85% in 2010, and in Korea it was just over 10% (10.24%). By contrast, in the EU the equivalent percentage was less than half, 4.62% (Figure 4-16).

The overwhelming superiority of manufacturing in the Asian countries is striking, but the position of Russia and Switzerland is also noteworthy.
